Delaware's 23rd Representative District covers Newark north of Elkton Road, East Main Street, and Kirkwood Highway, west of Possum Park Road, west of Polly Drummond Hill Road (starting at Fox Den Road), west of Upper Pike Creek Road and North Star Road, and south of Crossan Road and Corner Ketch Road.
